What are the rules
governing public space and who enforces them? What about spaces not under
official jurisdiction? What are the boundaries of permitted uses of public
space? Is the ongoing struggle between rule-breakers and public guardians
essential for broader social development?
Part 1: Brad Downey, New York artist and co-director of the
documentary film Public Discourse, is your guide on an urban road trip, visiting
areas saturated with unsanctioned public art, the only really democratic public
art, according to many street artists.
Part 2: Henry Lydiate (founder of Artlaw Services and one of the
UK’s most prominent art lawyers) and Rosemarie MacQueen, Head of City
Development for Westminster City Council and member of the Westminster Public
Art Advisory Panel join Brad Downey to discuss the control of public space in
Britain. As illegal grafitti gains increasing credibility, will it be possible
to prevent the removal or ‘defacement’ of graffiti under moral rights
legislation from which other artists enjoy protection? Case study: Jacob
Epstein’s frieze around Zimbabwe House, which was mutilated due to its explicit
nature, and which artist Neal White and the Henry Moore Institute are
campaigning to have restored.
Plus: A new public art piece by Doug
Fishbone, Public Park.
