Kursk Memorial Stencil

Alex recently spotted the intriguing stencil above on the streets of Venice, Italy. After a bit of research he realized that K-141 stands for the Kursk, the sunk Russian nuclear submarine. Anyone know anything more about this stencil and what compelled the artist to create it?
